New-style, post-1995, plates have three groups of characters, which do not indicate location in an obvious way (combinations are given to provinces in small lots), but some also display the old-style province code as well.  Also, GdF on plates indicates Guardia di Finanza vehicles.

Old-style, pre-1995, Italian vehicle registration plates have two groups of characters, one of which is a group of two letters, indicating the province of registration, or is ‘Roma’ indicating the capital, or GdF indicating Guardia di Finanza vehicles:
