The current Kyrgyz vehicle registration plates have Latin letters separated by four digits.  These indicate the district (oblast) of registration.  (Thanks to Laurie for the info.)

The previous system of Kyrgyz vehicle registration plates, some of which are still around, normally have three Cyrillic letters separated by four digits, or, for foreign travel, a group of three letters common to the Cyrillic and Latin alphabets.  These indicate the district (oblast) of registration:
